Missing racial skills tree?

So I just started up a new Breton character, and the raical skills branch isn't showing up on the skills page.

Is this a bug or am I just missing something? AFAIK you get the first skill at level one, but it's been several updates since I played.

Since Morrowind, the racial tree now unlocks when you hit level 5 with new characters.
