Cadwell's Silver
Once you beat Molag Bog you can touch Meridia's light.

This let me play as a new faction right?
(I can already teleport to the other areas, what's the difference?)
Will this erase progess I have made in my current location or DLCs, like Dark Brotherhood?
He said people I know won't recognize me, so if I'm mid quest it gets tossed?
Will I get quest markers for quests I have already finished?
This NPC does such a poor job explaining this.

You won't lose any progress.
So don't worry.

It doesn't let you become the other factions, it is just another set of things to do in their areas to unlock more items in the game. Completing silver unlocks Shriven motif.
Nothing changes on your side, it literally is just a list of things to complete in the other areas.

I personally don't focus on silver as I dont sometimes always feel like running around the map getting or completing quests while taking out enemies every once in a while.

There are no downsides to completing Cadwell's Silver and Gold quest lines.

The upsides, however, are:

1. Zone story quests which reward skill points. (Story quests are all you need to finish anyway.)
2. Skyshards scattered throughout said zones that you may not have gotten yet anyway.
3. Finishing the Gold quest awards you with that cauldron hat; or some other kind of hat. I think maybe something else, too... I forget. (Other than probably an achievement.)

I didn't go through and do Silver for a bit after defeating Molag Bal, 'cause I'd just hit 50 a little bit before that and had other things I wanted to do. Once I started getting more in to said things, though (Vet Dungeons, PvP, etc.), I needed the skill points and went ahead and did that.

If you ignore all the side quests in the zones and only do the story quests, which is all that matters anyway in most cases, it wouldn't take long at all (maybe a day?) to finish Silver or Gold, whichever you're currently progressing through.

I teleported to the other zones and notices quest markers already.
(I was going around activating wayshrines to get exp points because I was bored.)
So doing this just gives you access to a quest you couldnt' already do?

Basically, yeah; you get access to the other factions' zone story quests. (Note, not the MAIN story quest, as it is already done.)

Once you finish the story quests for each of the other factions' zones, it will mark Cadwell's Silver as completed. At that point, you go back and talk to him, and you can start over in the final faction's starting zone.

So, basically, if you're collecting Skyshards/etc. from these zones anyway, you can just go back to them when you're really bored or need the skill points from these quests anyway. I highly suggest doing them casually anyway, because going back to them when you absolutely need the skill points turns in to a mind-numbing grind. (Keep in mind, these quests still award a hefty amount of XP... so you're still gaining CP while doing them.)

Also, cadwell silver and gold is a quest that asks you do compete other quests, but you don't need cadwell to do them. If you do those quests before cadwell, when you talk to him you will automatically complete silver and gold.

Cadwell Silver and Cadwell Gold are quests from pre-TU times, when world wasnt scaled to everything and other alliances areas was "high-level" grounds, and we crossed other faction players only in Cyrodiil. So you couldnt get access to other alliance lands before completing prevous alliance (except your main one, where story ends with Main Quest). It was, like, home alliance ia gameplay from start and up to 45, Coldharbor 45-50, 2nd alliance is VR1-VR10, 3rd is VR10-VR16. VR is like 10 CP levels for now, so VR16 is CP160.

By now, you're not restricted like this. But they left Cadwell Silver and Gold for new players, so they can get achievements for those.
