So don't worry.
Nothing changes on your side, it literally is just a list of things to complete in the other areas.
The upsides, however, are:
1. Zone story quests which reward skill points. (Story quests are all you need to finish anyway.)
2. Skyshards scattered throughout said zones that you may not have gotten yet anyway.
3. Finishing the Gold quest awards you with that cauldron hat; or some other kind of hat. I think maybe something else, too... I forget. (Other than probably an achievement.)
I didn't go through and do Silver for a bit after defeating Molag Bal, 'cause I'd just hit 50 a little bit before that and had other things I wanted to do. Once I started getting more in to said things, though (Vet Dungeons, PvP, etc.), I needed the skill points and went ahead and did that.
If you ignore all the side quests in the zones and only do the story quests, which is all that matters anyway in most cases, it wouldn't take long at all (maybe a day?) to finish Silver or Gold, whichever you're currently progressing through.
(I was going around activating wayshrines to get exp points because I was bored.)
So doing this just gives you access to a quest you couldnt' already do?
Once you finish the story quests for each of the other factions' zones, it will mark Cadwell's Silver as completed. At that point, you go back and talk to him, and you can start over in the final faction's starting zone.
So, basically, if you're collecting Skyshards/etc. from these zones anyway, you can just go back to them when you're really bored or need the skill points from these quests anyway. I highly suggest doing them casually anyway, because going back to them when you absolutely need the skill points turns in to a mind-numbing grind. (Keep in mind, these quests still award a hefty amount of XP... so you're still gaining CP while doing them.)
By now, you're not restricted like this. But they left Cadwell Silver and Gold for new players, so they can get achievements for those.
