If there is so little difference between 150 and 160 why would anyone bother with 160? bragging rights?
Perhaps it has something to do with master writs which I have not qualified for yet, I have done level 50 writs for all other crafts but those don't seem to be the same thing. I gather the master writs are gained in a different manner. I'll have to search the web some more but the game is something of a moving target and information gets stale on the internet pretty quickly. You end up finding stuff that is no longer the case. Who knows what changes Morrowwind will bring. Also not keeping up with the DLC means there may be some things that are not even applicable to my character.
You should be working on getting the sets you want from dungeons on normal, then working on vet for the same dungeons. You are geating up and learning better dungeon play for trials and pledges, the end tier dungeons.
You can also go in PVP if you like, earn two more skill lines. The support line gives a good self heal and an aoe attack.

Depending on the severity, the penalty for wearing lower-level equipment than you currently are scales down to a massive -60% effectiveness. (or was it 80%? I don't remember)
So the point is, craft yourself new equipment every 10 levels to keep your edge.
As far as upgrading things to legendary goes, the first thing is always your mainhand weapon. The offhand offers very, very little in terms of weapon damage. After your mainhand weapon (for your main bar, mind you), upgrade your backbar weapon. Then your mainbar offhand.
After that, move on to armor pieces.
However, if you're lucky enough to get your Monster set in the type & trait you want with little farming, it's safe to upgrade those to Legendary along with your weapons. Since most of them have a damage proc on it, upgrading it to legendary also increases the damage of that proc a bit. (IIRC, I could be wrong.)
But anyway, the main reason is that you're now penalized for wearing lower item level equipment.
Having reached 160 will I still need to re-equip every twenty levels or less as my gear loses its effectiveness? I guess time will tell.
maybe they will increase it in Morrowind, but i dont think so
there's good sets even outside dungeons, like my spinner's or mother's sorrow
there's some bad sets, but its mostly question about your game style

I craft as it is just convenient and mix two sets for critical and damage and use glyphs to buff stamina and food for health. Maybe will focus on finding drops and making better food but it doesn't really seem necessary for now.
