Fix for Stuttering issue
Hi everyone, this is a fix for Nvidia cards users who is experiencing a stuttering issue with the game. I'm not sure it will work for everyone but after I changed a few settings in my Nvidia Control Panel, the game is working buttery smooth for me and running good as it should have been, except for the fps drops in big cities but no more annoying freezes.

1. Open Nvidia Control Panel.

2. Click on Manage 3D settings.

3. Program Settings.

4. Click on Add. (Note that you have to add the game's exe file twice in the Nvidia Control Panel, one from the pop up window and the other you have to navigate to the game's exe file manually.)

5. Select 'ESO' from the pop-up window and click on Add Selected Program.

6. Click on Add again.

7. Click on Browse and navigate to the game's exe file 'ESO.exe' or 'ESO64.exe' if you are running 64-bit and click Open.

8. Now under Nvidia Program Setting, change these settings for the two ESO.exe file we added. (remember that you have to changed the settings for both the exe file that you just added)

Multiple-display / mixed-GPU acceleration > Single display performance mode.
Power management mode > Prefer maximum performance.
Threaded Optimization > On.

If you are having trouble locating the game's exe, the default game installation directory should be located under

"C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\The Elder Scrolls Online\game\client"

For me its located under "F:\SteamLibrary\steamapps\common\Zenimax Online\The Elder Scrolls Online\game\client"

The fix below may not be needed but you are welcome to try.

And lastly, navigate to "C:\Users\Username\Documents\Elder Scrolls Online\live" and open 'UserSettings.txt' with a notepad and press CTRL + F and type 'maxcore' and click on find next, and then change its value to your processor's max core and save it.

I have an i7 4770k with Hyperthreading disabled so I changed it to 4 but by default the value should be 6.

SET MaxCoresToUse "4".
