It's called simply "Skyshards".
As far as Theft goes... I'm not really sure. I usually pilfer the small huts around Elden Root while I wait for Pledge queues to pop, but I know there are far better places. I think Deltia might actually have a guide or two on this if you want to look it up.
If you're going for Pickpocketing, however, places with lots of "Drunk" NPCs are good. Also slaves, commoners, fishers, etc. The "low class" NPCs of the game are typically easier to pickpocket than guards, nobles, mercs, etc.
So what I do is when I find a good place that doesn't seem to get a lot of thief traffic, is I tell NO ONE. Sorry, but it's a huge map, so feel free to take the time as I have and find good spots yourself.
