I needed to have the launcher running before I could find the launcher in the "Resource1" zip. :p
The files would only appear in the temp-folder when the launcher was running.
I would post the launcher, but I believe it would be a breach of the terms of service.
The last meaningful things I did was the following:
1. I located a more up-to-date launcher than the one provided through Steam at the time of troubles. (I located mine in a temp folder, that required me to run the outdated game-launcher through steam to exist. This guide explains how to locate it while the old launcher is running: https://www.youtube.com/watch?v=YByypteszsA )
2. I uninstalled the game through Steam and reinstalled through the updated launcher I found in the temp-folder. I had the launcher in the Steam game-folder, so the game installed where the Steam-version would. It installed successfully.
3. I removed the files from the game-folder without uninstalling the non-steam installment, with the exeption of the launcher.
4. I installed the game through Steam once again.
Now it just worked.
I had plans to overwrite the files from the Steam-installation with the files from the launcher-install, but never needed to. Go figure. Lucky me :)
I didn't have the resource1.zip in appdata until i tried to start the game and the launcher/installer was on screen, THEN it appeared in appdata. Good luck!

Fixed mine. Went to the folder mentioned by the above poster:
Steam\steamapps\common\Zenimax Online\Launcher
Found the setup files:
vcredist_x64_2015.exe
vcredist_x86_2015.exe
Ran them.
It started an installation process.
Didn't even boot,
Worked like a charm
