[SOLVED] ESO not installing / launching through Steam
You downloaded ESO, you hit Play, it prepares to install, goes to 100% then nothing.

If you've tried running as admin, firewall/antivirus exceptions, clean boot, verify cache etc. and nothing helped -- try this. I spent all night last night doing all of those things and trying to make this game work and almost gave up and then ... it FINALLY worked, I can't even believe it at this point lol.

Okay so:

1. Go to C:\Users\<UseeName>\AppData\Local\Temp
2. Search "Resource1.zip" in that folder using the search bar in the right upper corner
3. Open the zip file (any one of them if several come up)
4. Go to $IA_PROJECT_DIR$\src_path
5. Extract the whole "Launcher" folder to (this is important):
C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online

It's important you extract "Launcher" to that particular folder and not to the Zenimax Online folder in your Program files. That's what I did at first and it did not work. It HAS to go in the Steam folder. ALSO remember that your Steam folder could be in a different location if you did not pick the default path when installing it.

6. Restart Steam
7. Try to run the game

Hopefully this works at least for some of you.

Do you just drag the "Laucher" into the steam folder like any where?
Herr AngeLL0FF 25 ABR 2017 a las 4:37
There is no Resource1.zip for me i try whit the hidden folder nothing i try resource1,resource nothing what the f... to do now i buy this game for nothing.

Yeah same for me. I've tried every other fix to no avail and this one seems the most plausible. However, I can't find the Resource1.zip file anywhere even through the search bar. Help me obi wan, you're my only hope.

Same problem here :( I bought the game a year ago, but even though I click "Play", nothing happens. There is no "Resource1" despite all the searches.

I needed to have the launcher running before I could find the launcher in the "Resource1" zip. :p
The files would only appear in the temp-folder when the launcher was running.
I would post the launcher, but I believe it would be a breach of the terms of service.

After fiddeling with this for about 12 hours straight, it suddenly just worked. I don't know if it was something I did, or if Steam suddenly just installed the correct files.

The last meaningful things I did was the following:

1. I located a more up-to-date launcher than the one provided through Steam at the time of troubles. (I located mine in a temp folder, that required me to run the outdated game-launcher through steam to exist. This guide explains how to locate it while the old launcher is running: https://www.youtube.com/watch?v=YByypteszsA )

2. I uninstalled the game through Steam and reinstalled through the updated launcher I found in the temp-folder. I had the launcher in the Steam game-folder, so the game installed where the Steam-version would. It installed successfully.

3. I removed the files from the game-folder without uninstalling the non-steam installment, with the exeption of the launcher.

4. I installed the game through Steam once again.

Now it just worked.
I had plans to overwrite the files from the Steam-installation with the files from the launcher-install, but never needed to. Go figure. Lucky me :)

I didn't have the resource1.zip in appdata until i tried to start the game and the launcher/installer was on screen, THEN it appeared in appdata. Good luck!

Neither of these work for me 0 I never get that far! :-( It either comes up with a 120 or 210 error which I try to resolve but just end up deleting the game, I end up deleting the whole of Steam and have to reinstate every game from scratch, or it tells me I have insufficient space to download or run the game (I have over 900 gig free, although incidentally the ESO folder on my PC is now a Whopping 360 gig and growing all the time - WTF???

Yeah, I'm not sure what's going on. This fix worked until the Morrowind expansion was launched, and that apparently broke the launcher even more. What worked for me was simply relaunching the game over and over till it eventually worked (I DID NOT allow it to repair anything). That probably won't help at all but still it's something. Zenimax has yet to even acknowledge an issue and it's been almost a year since the issues started.

I've read posts about this issue going back as far as 2015.

This finally worked for me. Now I just get a 'Connection to Server Timed Out.' when I launch the game. I assume it's because I have not yet had a chance to link my Steam account with and ESO account. Anybody have a solution to this?
Try this one out. This is the one that helped me.

All credits for this goes to Mr. Brahmdagh!

Original Post

Fixed mine. Went to the folder mentioned by the above poster:
Steam\steamapps\common\Zenimax Online\Launcher

Found the setup files:
vcredist_x64_2015.exe
vcredist_x86_2015.exe

Ran them.
It started an installation process.
Didn't even boot,
Worked like a charm
