cant use shift + keys
So yeah, if I hold shift and press the "o" key nothing happens. Same with the letter 'L' and I cant use brackets either.

This includes when the game isn't in use, which is cause for unistalling the game so I can do my assignments. Any fixes??

My onscreen keyboard shows that it registers me pressing the keys, but nothing is typed in. This is me typing lower case 'o':

It's hard to give a clear example of this but the basic way to frame it is some particular keys, mostly the ones relying on shift like the brackets, have stopped working after installing ESO and return to normal once its removed. So I have to either unistall ESO to continue my work or try to do assignments with an onscreen keyboard. Could really use some help.

I have problems with keys not acting correctly when my caps lock is on. I usually cant make capitals when it is on.

What gives the idea the game causes this considering this happens even when the game isn't running.

I would probably do some diagnostics to make sure it's not something else causing the issue..

Try using another keyboard if possible
Uninstall and reinstall your keyboard drivers
Rollback your PC
Uninstall the game and test the keyboard

etc etc

I've never heared/seen any reports of this happening to anyone else because of ESO

No, it's ESO that is causing it. Google it if you don't believe me.

I've done the rollback thing when I first tried ESO and it did this to me using another keyboard.

Log into ESO. Cycle your caps lock. Make sure your caps lock is off. log out of ESO. It fixed it for me. I guess I didnt explain properly the first time.

Anyone found a fix for this yet? The googles has proven that I'm not the only person this has happened to, and its when downloading ESO specifically. After its removed, my keyboard turns to normal.

Nah Gamcull didn't work mate.

I had a similar issue. It ended up being some software, I think Logitech something, that just decided to remap or rather unmap and make some keys not work at all only for ESO. Your situation is a little different but hey you never know. See if you have any thing like that including a joystick profiler.

Their support is pretty terrible in my experience and they give you a random response and close your tickets in my experience but keep replying to them and maybe they can help.

Go to where you uninstall software and look for anything that might be keyboard/mouse software like Logitech XXXX.
