I read somethere that it can be problem coused by addons, but disabled everything and problem still exist.
DO NOT change mouse pointer settings IN WINDOWS EVER !!!
The setting shoud always be at the middle ( i believe its 6 notches ) and dont forget to DEACTIVATE ENHANCE POINTER PRECISION, otherwise it WILL give you mouse ACCELERATION which you want to avoid at all costs.
Mouse acceleration works like this : the faster you move the mouse - the more distance the coursor moves across the screen and vice versa - the slower you move the mouse - the less the cursor moves across the screen.
Ideally you want your mouse cursor to move the same distance no matter how fast or slow you move the mouse.

I know for sure because i had the same problem. This fix worked for me. In fact, I think the game runs faster as well.
You don't need to do THIS NEXT STEP, but I do THIS as well. The next step is not for fixing the mouse. The above comment fixes that already. I just feel that this next step helps MY RIG run the game a little bit quicker and smoother, just a tad, and of course, I could be partial to it. I get frustrated with slow framerates in cities and/or after half an hour of gameplay.
I launch the executable using CPU Cores, which you can get on steam. I don't launch the launcher, but the executable itself from the NON STEAM table in that program. I have to browse and find it on my computer. Every time you end the game, you click "Stop CPU Cores" to end the optimizations. However, remember to check the patcher outside of the program before you use it each time just in case you need to download a patch first.
Fix:
In UserSettings.txt (likely in your documents folder/library).
SET MinFrameTime.2 "x"
Where x is 1 / max desired fps, 0.005 for me, for 200 fps cap.

and it works a LOT better now (though not perfectly from what I can tell - but it's fine 90% of the time and when it does go all speedy it's barely noticeable)
