how to get to other regions?

its like some are locked off? like i tried to go to 'the rift' but theres hostile npc at door there, but even if i go past them i dont have any button to go through? but i saw another player go? and on map allot of empty space? like theres no black marsh? but i saw vids of ppl going there..?

I've never experienced a locked off region. Sometimes I struggle to get to zones and have to take different routes to get to them but have never had a zone locked off, especially once Tamriel Unlimited came out. You could always ask someone to bring you to the zone you're trying to get to.
Also Shadowfen, the current southernmost accessible province of the Ebonheart Pact, is a part of Black Marsh and, currently, the only part of Black Marsh you have access to.

in every major city that has a harbor, there are boats ( transproter npcs) that can get you to either other regions withing your faction or cross-faction (regions of other factions).
Some cities also have a caravan icon that can aslo be used for transport to certain regions.
However, sometimes getting to exactly where you want to go can be a bit convoluted and circuituous, best to check google and find out how to get exactly where you want to go.

By 'hostile NPC at door' to The rift, are you referring to Fort Virak in Stonefalls? If so, you can simply walk around the Fort to get to The Rift, if you haven't yet done the 'Breaking Fort Virak' quest.

As others had said though, you can use NPC's such as transporters & boats, to get to other areas. Also, if you right click the name of a friend or guild mate, you can travel to the wayshrine nearest to them, which is a handy way of getting to new areas.

There are some zones that you need a DLC for, but the Rift is not one of them. Like kip said, just fight thru the fort or go around.

and what about the blank spaces on the map? is anything there?

blank spaces?, you mean unclickable/unzoomable area on the map?, those are not yet made area, probably on future content

You can go to Skyrim. Both Eastmarch & The Rift are accessible areas. It's only the other Skyrim provinces such as Whiterun, The Reach etc that aren't available yet.

There is path that goes around Fort Virak. Head down towards the water and then follow it around the Fort and it will lead you to a path that comes up on the northern side. Stay on this path and it will lead you to The Rift.

Eastmarch can be reached via a boat and/or via the Navigator NPC, who can be found in either Ebonheart or Davon's Watch. (I can't remember which one of those towns for sure, but it's one of them!) Check your map when you're in the town as the NPC will show on there.

Carts can also take you to far away places. Also, early on you'll get some quests to coldharbor. While there break away and activate a wayshrine cause you may want to go back for a survey report or treasure map but are not doing any specific quest. A kindly stranger helped me out when i was in that situation. You can group with anyone and then teleport to them anywhere in the world. There are small islands in other factions that can only be gotten to by boat unless doing the questlines. I took a break from quests just to gather starshards and lorebooks and explore.
