You weapon damage is determined by your weapon level, weapon type, and stamina/magika.
If you use melee or bows, stamina helps your damage.
If you use staffs, magika increases damage.
Ok first, the race only matters in several cases (like going into endgame raids where every stat counts), for most of the game you could make a khajiit mage and still do 90% of the content with no issue.
If you have a problem with some random quests, it's not because of the race, it's because of your build, your stuff and/or your playstyle (because any class and race can solo standard content).
Changing race is actually going to give you the same result.
It's not,i had the hardest time playing as an orc
I've had a good day though, I've gotten really far in the game with my elf healer
The only reason why you could have an hard time playing as a race in Elderscrolls Online is because you're too much captivated by its look and stop taking notice of the action.
Remember that this game is 3 dimensional when it come to build : Weapon, Armor & Class.
Race is, at most, a 4th smaller dimension which gives side-bonus. (A bit like like how Argonians can get more out of potions) There's no major stats/effect bonus with races like the single player elderscrolls games.
So, if you have an hard time playing with an orc, I would guess that's because you have build it in a wrong way. Kinda like if you're focusing on Health (which is for tanks supported by DPS and a healer) and try to solo and as you try to kill anything, you notice your damage are low/bad and, in the long run, you die.
Tanks focus on Health, but lack damage. Mages focus on Magika but lack non-magika damage and health and DPS focus with Stamina, but lack survivability when overwelmed. The weapon type and armor also greatly affect each type of build, but not in a straight-forward way like most MMO or Elderscrolls games. Heavy Armor doesn't give insane resistance in face of Light Armor, but it does helps.
This is also why you find the healer "better" as the class survivability is higher than Tank when solo-ing. (Once you fight against enemies with elemental resistance, you will find it much more hard to survive though.) Earlier, magics are a LOT more efficient than melee as enemies have lower resistances and health in general. Later, the curve raise and magics become more of a support system (healing + Buffing + assisting the DPS).
You could start an Orc healer as much as you started an Elf Healer and the difference wouldn't be that much alarming.
Bro, race has very little to do with your character's performance in game. Sure they add maybe a bit extra but its very minimal. Honestly, an Orc and do any roll.
Sadly, despite their 'selling point' of the game 'play how you want' you really can't. lol
