How to change servers?

When I start it up it immediately logs in and I can't choose the option to change the server?

If I do is there any downloading involved?

log out and then click on server. No downloading involved.

DLCs are bound to your account so on both servers. As for mounts, my mount had like 30% speed upgrade on NA now it's zero again on EU. But it's for both servers (bound to account).

Mount and morrowind dlc are bound to account. Though you will loose the upgrades on mount when you switch server.

If you purchase DLCs via Crown Store, they will be server-wide. To have DLCs on both severs, you should buy ESO Gold Edition or purchase those twice in Crown Stores on both servers.

Morrowind is account-shared, you will get it on both servers.

Mount upgrades are separate fo all characters, but mounts are server-wide, except mounts you got with Gold Edition or Morrowind, those are account-wide. If you'll buy Hearthfire Kaguti on EU, you wont get it on NA.
