Just because McDonald's makes killer money, doesn't mean its food is healthy.
Especially since existing players didn't recieve free steam keys, so hardly anyone of older players use the steam version. And keys for the standalone version are much cheaper as well. So why should you get the game on steam anyway? It doesn't have achievements or any other steam functionality. I bought the game twice actually, but only because I like to have my games on steam, most people won't do that.
One reason why you won't see many players is that people are getting spread on different channels ingame. It's automatic, so you don't notice it. PVE areas are never crowded because of that.
I played the first 5-6 months of WoW Legion, and while it clearly has more players, the only times it looked "busy" were right after content patches.
Otherwise, it was roughly as much as I see in ESO, the occasional wandering soul every 30 seconds to a minute if that.
I could think that you meant Campagns, but:
- You cant tell accurate number of players inside. Cyrodiil, Sewers, Imperial City etc dont have player counters. BTW, never empty, there's always at least PvE players;
- For most of players, PvP is "gimme Rank 6/7 for skills and i'mma outta here". PvP isnt very popular in ESO at all, 90% of players would never been there, but... Skills;
- We got Morrowind, so not much people will be at PvP those days. We farm furnishings and stuff. Why kill each other when we can grind for moneys?
- If you dont like ESO, or Morrowind, or something, noone force you to buy it. Same with any other DLC. You dont like, you dont buy it. Whats your problem?
"Where ppl are fighting" you can check on map: any more or less big conflict is marked with cross swords on map.
Its hard to find someone because people are always in move. Even if someone "near Bruma", he can be ~5mins away because of quests.
"Empty wastelands": most of people explore Morrowind content. Like, filling addons databases for casuals. Lorebooks, Skyshards etc wont place there themself. We're busy.
"1 BIG FACTION": it was made because in past you needed to complete one alliance to get access to another to get access to third one. And each one with different levels. So you needed to go to higher-level grounds for leveling and then - return to low-level locations to complete quests are achievements? One Tamriel, one "__ck you" to "complete all 3 alliances with every character". And they wasnt "alost empty".
