the only pay 2 win aspect im my opinion of the cash shop has to be the mount trainings. but that only applies if you plan on pvping . and its also earnable completely free in game easily. it just takes time.
i would suggest looking thru the style parller tab on the cash shop. there are a few cool hairstyles and tatoos that fit into your price range there.
im not completely sure on this but there used to be a pet or 2 within the 500 crown mark range as well if your into that kind of thing.
but what i would do is either save it, OR buy one of the wild hunt crates. as of tommarow all the limited edition goodies from the lottery crate will be gone tommarow and replaced with a new crate. so if u like anything from there maybe its worth a shot. up to u.
i wil also note that the lottery system is better in this game compared to others. you are able to break down any duplicates or consumables you get into shards. and if you get enough shards, you can purchase whatever item you want from the current crate.
with my experience from them, purchased around 60 dollars worth in crates so far. the avrg crate gives you 2 random vanity items as well as 3 consumables, which can include mount training tokens as well5

Has anyone bought this? Does it really repair "all" or just individual pieces like in game repair kits?
This might be useful for your 160cp gold gear when in a delve. I have started using repair kits faster than i get them from crafting.
