For the stocks, there's a technology from Industrial Corp which allows you to set limits on stock, that way you ensure at least your minimums for whatever resource.

What you mentioned about minimum stock has no relation to the problem I mentioned. Which is having a maximum stock in place for quality foods to not overproduce them. Minimums dont help with that at all.

So yeah, I was looking for an additional way to get comfort, I am aware of leveling up the city itself.
I literally have every technology maxed out in every tree, except comfortable living, wich I intentionally left out to save daily comfort points, as morale is not an issue at all.
The essential downward spiral I am running into is:
Too much food is produced, due to the lack of maximum limits on quality foods - > need more fertilizer and water to make more farms (and/or to keep all of them going) - > promoting sanitarians for more fertilizer production - > not enough comfort due to increased consumption of higher level people in residential
I am aware that increasing the city level will increase daily comfort, but there is a minimum of residents to unlock the next level. You get way more people than you can support with the comfort increase from the city itself.
The opposite are the corporate buildings. Producing a core doc has a chance to produce an invention core doc. Setting a limit on those two will respect both of them and make it stop producing core docs when the limits are reached.
The kitchen does not work this way though. Wich is an issue.
At game level, If it would be possible to reach a 100% chance to produce in superior quality it should be controllable, so you know from start what you are producing.
