Max Stocks can be set to 0 and then lost
If you set max stocks to 0 and then the item is sold or consumed then there is no way to adjust this stock value, and the item remains at 0 indefinitely.

Either not being able to set values to 0 or to be able to edit stock limits even for items you don't possess would fix this.

ok, so i set the plastic garbage to 0 as a max, then found that my ships stopped collecting since 0 was max, now i cannot collect any more garbage.... cant go back to a previous save, and cant find this area you speak of that has garbage as a way to reset the limits.

Ok, let's try step by step:
1. Make the window to set an item stock to popup, i.e.: as if you would go to setup a stock for another item.
2. Open your resource panel (F2) and there, find the plastic garbage.
3. Drag the plastic garbage item from the resource panel and drop it on the item stock popup
4. Set your new stock
