I like your thinking :o
Also big monsters spawning outside when you are indoors is a bit of a pain for players too as I've seen in streams, they can get pinned as a monster is trashing everything in front of the door they use to exit.
Adding some mini objectives would help if they spawn more events too, for instance there are objectives to take photos of throughout the map and by doing so you progress the activity levels of the map, otherwise standing near the helicopter will barely have much occurring unless you go out and explore and take pictures of things.
For instance taking photos of story related objects and such would be interesting, like there is a 'secret lab' in the basement of one of the buildings and you take pictures of lore stuff, which builds up the activity levels of the map and spawn new things.
Having extra interior rooms like a 'secret government agency' place that is below ground would net you extra stuff to pick up and bring back documents and stuff...
Or minigame objectives like surviving in a designated area while you hack a computer to gather more info about the 'scenario' from agencies and stuff so you have evidence and 'scoop' to make money off of. Activity levels shoots up when you do these minigame points on the map.
And new changes to spawn locations for the helicopter would be nice... Such as helipads on rooftops... So you start from above, not below!
But also you could have alien tech inside the buildings, like a warped-in chunk of an alien lab or temple or whatever, and it could have a device or crystal or something you can carry around and activate. You know, a couple alien artifacts that are photogenic.
Maybe when you activate the Humming Crystal it has a random chance to explode, warp in a horrible monster, or temporarily debuff whoever activated it. Maybe if you take it outside a special enemy spawns to try recovering it, or if you activate it outside it summons a UFO or opens a hellgate.
This is the sort of stuff that would add a bit of lore.
But also some interior stuff you can pose with by interacting with it. Like, the alien nests are neat, but if you could pick up an egg to take a selfie with it, that'd be cool. And then you could throw the eggs and leave splats all over the place.
A 'crashed alien spacecraft' room would be neat, and there could be a 'probing table' inside that you could interact with and the journalist lies down on it and looks scared, and you get a bonus to pictures taken, so teamwork makes the dream work.
