Single thread? There is your bottleneck.
AC = 2 cores @ 95% (overall CPU usage was around 15-20%)
ACC = Multicore, all cores evenly used (overall CPU usage 25-30%)
AC Evo = Single Core @ 99% (overall CPU usage 20-25%)
This clearly shows, that EVO, as promoted) is using AC technology.
Could that be that notorious "99% single core usage" bug, which occured in AC?
every one has this issue.This game is really bad optimised , and we need to wait for an update.
Please try the lowest graphics settings and see if that helps.

Everything on low, absolute minimum + DLSS on Ultra performance, ONLY that combo brought me back to 60FPS in 5k in a race. And it does not even matter, if it is 1 or 30 opponents. No problems with practice mode, as I said.
And the GPU usage is way below 50% then, with CPU usage below 20%.
The question I have here is:
Is AC Evo not multicore optimized yet?
Atm I only see 1 single core being used @ 99%.
How is your CORE usage?
Yup, RTX 4080 can handle 5k @ 60Hz EVEN with Full Raytracing.
Of course full RT needs DLSS support, without Raytracing in runs on DLAA in 5k @ 60Hz/FPS

AC Evo is NOT playing in that league at the moment.
I ran a test with 30 AI drivers at Brands Hatch. Dry condition with clear sky during Day.
On minimum graphics settings at 3840x2160.
The first four cores had the usage of around 75% or lightly less while the two cores was at around 40-50%. The last two cores sitting very low but it does show the utilziation from this game.
Proven enough to be an active CPU multithreading.
My CPU is AMD Ryzen 7 7800X3D without SMT/virtual cores.
Looks like. Could be a specific CPU issue for this game. No idea what's caused for.
This game requires a lot from both CPU and GPU to handle too many cars.
i7 12700KF. I didnt see what cores are active.
But this is not relevant because AC1 was the same with threading and I can keep more than 144 fps with 18 cars at the start of the race.
If your CPU has e-cores, disable them too and hyperthreading as well.

no e-cores, no modern core parking, but I disabled all C-state options.
Then I disabled HT= No real change. Just 2 noticable hickups, where I would get 5-10 secs MULTICORE usage of all cores and immediately BUTTERsmooth fps/controls.
Then it fell back to its single core 100% usage. :-/
At least I saw, that multicore can kick-in. Not sure, what is holding it back atm.
Still, disable core parking on Windows (nothing to do with c-states or any other cpu-BIOS option), and see what happens. Many games have had trouble because of this in the past, Battlefield for instance.
I take for granted you have any anti-virus/firewall disabled while executing the game as well, or any other background windows/3rd party stuff that might interfere. I mean Windows defender disabled as well, at the very least its control flow guard thing, which is another crap that might interfere with games (not enough with adding exception to ACE.exe)
It is the only way to be sure your CPU still isn't optimized for this game, yet, which I find weird nonetheless.
