having your graphic card at 100% and cpu lower is what you want, if it was the opposite then it would be a problem, 10 fps is low, what gpu cpu are you playing on?

I have a i5 10300H, with 16Gb of RAM and a gtx 1650 TI. I run the game at the lowest graphics possible, in 1080p, and only got about 20-30fps in the menu, and like 10-15fps while playing. And no, your CPU must be used by the game, when I play iRacing both my CPU and GPU are at like 80%

Bad experience here as well with an RTX 2060.

Would appear your GPU is the bottleneck then.
I have however seen a couple posts about poor performance which is linked to input devices.

game is not properly using a lot of peoples cpu.. in vr im cpu bound at 43fps with a 5700x3d but none of my cores are hitting above 50%.. seems like a bug so i would hold off for a day or to and see what happens

i wouldnt call it optimisation, seems more like a threading bug that the games not properly using peoples CPUs. i would expect it to be fixed fairly quickly

Just had a look myself and sitting at 19% CPU and 95% GPU but holding stable 100+ fps at 4k max settings, so maybe this game really isn't that CPU heavy and just very GPU demanding?

Are you on a laptop? Your system specs are the problem. If you are on a laptop I am pretty sure the 1650TI mobile is below the minimum requirements.
