Report a translation problem
As a workaround I map the cluch to one Key and manually engage it once then it start working fine.
Sometimes it happen that the HandBrake also does the same things and I use same workaround.

PS: I forget to specify that the workaround I use is the key clutch not the axis one and also you may check that you need to invert the Axis to the hand one.
This maybe your issue
My suggestion will be the follow:
_boot the game and load the Xbox Controller Default setting (if you have one even play with it, forget the wheel at first just make it work)
_Enable all Assist and try to play
_Disable all Assist and try to play
_Rebind from scratch the wheel (make sure you load a default setting first not just go over)
_If still not working in any situation then reset all setting by deleting ACEvo folder in Documents
When I had the issue within 10 minute of switching setting it resolve itself……
Just keep fiddle with settings.

Will this delete your character and all your earned money too?
No becaouse those info should be Steam Account related and saved on the ACEvo server.
In any case to be on the safe side just Rename the folder and you can always go back to it.
