So they need some system to split people up so that people who are faster than them aren't in the race.
That's the reason for 'ratings' etc. I guess there's a little bit of filtering out people who crash etc.
But that's why all the websites exist.
Of course if Kunos create another one they've split it further, i.e they cannot be like another game that restricts where you can play MP - so they can only add to the number of places to race not reduce it to 1.
Indeed, by creating another MP game Kunos will split the player base because people in AMS2, LMU, AC1, ACE, IR etc can't race against each other. That's just the way it is.
But, if you want some kind of 'ranking' system to pick who to race against then you're not really competitive. It's like when Jenson Button was in F1 he had to race against the other F1 drivers - he couldn't say "Well I'm not at good so create another race for me that I can win"
