I highly recommend getting at least a cheap gamepad. Mouse and keyboard controls in these games are just unbearable. I know, I tried.

The gamepad must have hall sensors on the sticks and triggers, otherwise they will not last long. This may not apply (but not for sure) to the original Sony and Xbox gamepads.
If your budget is very limited, I can recommend you the 8bitdo ultimate 2c, which I use myself. There is also a new and much more expensive 8BitDo Ultimate 3-mode, but there are few reviews about its reliability, its triggers and sticks are also on hall sensors. The other 8bitdo joysticks do not have hall sensors on the triggers, only on the sticks, and these triggers die quickly.

Most people playing on a gamepad will be much slower than those who have steering wheels. But at least you can play on it. On a mouse you won't last long and you'll quit. Playing on a mouse is just torture.

It's worth mentioning that I'm talking about assetto corsa and assetto corsa competizione, I don't know anything about evo, it's still almost a day away from release

But it is worth noting that the joystick is not a panacea in car games. Playing the game "automobilista 2" on the gamepad did not work for me at all. But there are craftsmen who can cope with it there too.

I've got one of those! (Sort of, a pedal that can be set to send a keystroke to the computer, use it for German trains in TSW). Anyway, got to think of a way to use it now. Ooo maybe pit limiter.

You could try Steam Input or x360ce (Xbox 360 Controller Emulator) to assign your mouse wheel as a steering wheel.

I can't recall what game it was now. But I used my Kensington trackball for steering. It was remarkably good.

But I will be using telepathic controls like any normal person this time.

Can you only control with a mouse? Then you should check somewhere if the Advanced Gamepad Assist mod can interact with a mouse. If it can, then assetto corsa 1 + content manager + Advanced Gamepad Assist might be your best bet.

You might consider joining the official discord and try to get your request to the devs. Maybe they might figure something out to include you too! Would be happy to race against you in ACE

Looks like bro turned into a clown for saying disabled people to grow up.
Either way, I do not know if there's a way to control the car using just a mouse since it's not released yet. But, it might be possible for the modding community to code a workaround to fix it and post the plugin on github.
