Additionally, even if I enable stability control in the vehicle setup, it does not work. Settings are being constantly lost.
I think this may adjust how progressive your brake is...all I know is I put it at -19% and started locking up less lol.
all I know is it helped me with locking up. also if you can edit your setup... the rear you can put all the way down and the front you can put all the way up... it still is like 90 vs 106 so alot of rake is still happening.
anyways idk just some ideas.
My tips, be very steady on the brakes especially on cold tires. Move your braking balance as much rearwards as you feel comfortable doing. And when braking in hard braking zone be fast but steady all the way to around 80% braking force, and then slowly trailbrake through the corner.
The only place you wanna hit full braking power is at the end of long straights with minimal elevation. eg. down to first corner at Imola.
Takes some practice, but dang is it satesfying when you get consistent with it!
Yes I also tried moving the break bias all the way back. It helps but still tyres are locking.
I don't think the problem is the break progressivity in the pedal settings.
In my tests i was very carefull not to hit the break more than 1/3 the red break bar and tyres still locking.
This is the main reason why I was thinking the car has some problem without the ABS.

Do note that the Porsche 992 GT3 Cup is not a GT3 Race Car but a Cup Car, these are entirely different classes, depending on where these cars are driven they don't have TC and/or ABS in real life either.
