Did you try to delete the "ACE" folder from Documents?

Yep. Have also cleared dx shader cache

what kind of FPS are you getting with that 7900xt? and what resolution are you running? I've just tested a RTX 2060 super (basically it's an rtx 2070) and am about to test out my RX 5700XT at 1080 and 1440. The 2060 super is getting about 60 - 70'ish fps @ 1080 and dlss at Balanced and 1440 dlss bal @ ~ 50'ish fps......

I just did this recently, so idk why I had to do this again, but this fixed it, reinstalling both the x86 and x64 versions of latest vcredist:
