If you were to just quit and reload that would have put you at the foot of the cache hatch ladder having just entered. You could then exit the cache and give the game a chance to restore the outside as you had left it instead of having some glitch and then creating the outside area anew. For now avoid forcing a save.
Don't know what glitched the game restoring the area outside the cache but if you were to cause a save at this point then you would have cemented that outside in the "latest" version of the save game.
Of course, I may be thinking of a situation and location quite different from where you actually were but this would be the best I can think of.

Apparently the failure put me into the last previous version/state of the area before I had entered the truck and put my bedroll into the glove compartment (I do this to save wear and tear on it since I am in Pilgrim). As a result, my bedroll was gone.
I had a backup from a few days before and decided that I wasn't going to lose the bedroll so I went to the backup and lost several game-days of progress but had my bedroll again.
I am now rather wary about any time the game tells me that something went wrong when it comes to saves and especially when I have key pieces of gear that I have put down or away.
I lost all the gear and materials I had stored in the abandoned prepper cache at the time of the great prepper cache re-introduction because Lost and Found apparently failed that time. I can feel for your loss.

I've never caught bugs like this before, even though I store more food outside the home.
