I assume the devs have made changes to the terrain with the update...
Has happened before, but I'm not 100% on that

Every item has an x,y,z coordinate. That is how the game knows where the item ends up in the game as it spawns the landscape. If the landscape z coordinate at a particular location changes that does not change the z coordinate of anything on it i.e. at the surface.

I have encountered instances where there is something under the surface and its presence is signaled by circling crows but since it is beneath the surface it is inaccessible. Obviously the spawn point (beachcombing) is too low but even when reported the devs might defer action because of higher priority bugs and tasks.

This problem existed when the map was first updated.

I encountered this problem two years ago, but I didn't expect it to still exist
