There are a few negative afflictions that cause blurring of the screen, with or without a chromatic aberration effect.
Pain- causes blurring around the outside of your FOV on the screen- the blurring will go away once the pain is treated or it self-heals.
Headache after drinking a Go Energy Drink will cause blurring and sound distortions- the effects will fade once the headache self-heals.
Near Death ( overall HP condition below 10%) causes more widespread blurring of the screen, with a dramatic chromatic aberration effect and inability to control character movement precisely- basically stumbling at death's doorstep.
And the art style of the game is stylized- not photo-realistic. A watercolor effect, so some blurring of details, especially at a distance, is normal.
A screenshot of when you are seeing the blurring may help someone advise what is happening, and whether it is an expected effect, or if it might indicate a bug.
It looks like it happens mostly in interiors
You can add some sharpen via ReShade or Nvidia Freestyle.
