What are the specs of the PC you're running the game on? Are you getting this error every time you launch the game?
We recommend trying the following:
1. Verifying your game's files via Steam's Properties options
2. Launching the title via the "tld_dx9" batch file located in the file directory where the game is installed
3. Ensuring your Operating system, as well as your GPU, has the latest updates

Yes, ım getting this error every time. launching tld_dx9 but still same error. my gpu is gtx1070 and latest version.

Merloth, we know you have an NVIDIA gtx1070 GPU. Could you tell us what your Operating System and CPU are?
bacid55, can you tell us what steps you have already? If you haven't yet done so, please give these a try:
-Verify your Steam files
-Check that your NVIDIA drivers are updated to the latest version
-Check if you are missing this Windows distributable package: https://www.microsoft.com/en-ca/download/details.aspx?id=40784
-Disable GPU scaling from your NVIDIA control panel
-Try running the game in DX9 mode
-Try running the game in borderless window mode
I tried those things again without luck.
Verified the Steam Files; Ensured Video Card drivers are updated, DX is updated, checked those Windows Distributable packages, and use the repair option for the one you listed, I tried the force into DX9 and borderless window mode without luck.
I also searched in my NVIDEA control panel but cannot find a "GPU Scaling" option. is it called something else?
I would really like to play TLD again!
bacid55, in your Nvidia Control Panel, there should be a page or tab titled "Adjust Desktop Size and Position." From here you should be able to switch the "Aspect ratio" setting to "No scaling."
Thanks for the information,Merloth. At this point we've pretty much exhausted conventional troubleshooting methods with DirectX.
Normally we suggest players keep their OS up-to-date, however some players have reported that rolling back to an earlier build of of Windows 10 has solved this DirectX issue for them. This may be worth considering, especially if you are having trouble playing other games as well.
In the meantime, we will continue looking for ways we can solve this problem on our side.
