Sutherland's quest would eventually lead to three of the nine caches that were put back into the game after being removed and revamped.
Sounds like you're on the trader quest and found the first cache. I do not know if, in Interloper, the reward for the first special request would be applicable at that difficulty. I think the rewards for the other two caches would be applicable in Interloper.
I am on the third and last cache among the preppers in the quest. It is located, for me, in Mountain Town. I had hoped it would be somewhere else but from my records that would be the last stocked prepper cache as I already visited the other two.

And then in HRV the second time.
If you don't do it you miss out on great items at the trader like vit c pills or caffeine pills, or the bushcraft bow which is better than the original one.
Crafting it requires 2 GREEN birch sapling which can be annoying because you need them for arrows too.
I try to use this bow for cougar, bear and moose only and regular bow for other preys.
A clarification, my Interloper game was started in Custom - but with default template; for spawn in ZoC. In Custom Interloper three Prepper Bunkers have loot.
In this game I found loot in AC, BRM e MT bunkers, the last have the hidden cache.
I did the second Sunderland mission and this time the hidden cache was in the TWM bunker - a empty one, where I have noticed loose bricks not caused by tree roots.
I planned to move as fast as possible, without even picking up sticks, but I made a foolish mistake, forgot to bring cured meat, bring only 25 cattails and had problems with food, because I was following a route I had already taken twice before and get hypothermia in PV.
Luckily I managed to get a few cattails in the stream in front of the TWM Mountaineers Hut and on the way back I had to kill the wolf that hangs around the Community Hall in PV.
BTW - TMW now is more tricky with predators blocking most of chock points. In the previous mission a meet a Bear between the exit of the transition cave for AC and the rope for Three Prong Cave level, besides two wolves in this level, where before there where none.
