Likely not a glitch. watching videos may or may not help, updates may have changed wolf behavior (no idea how old the videos you are watching may be, of course), and may not show a strategy that is comfortable for all players. It sucks a bit, but you may need to over-prepare for the task, and change your strategy somewhat.
It took me a few times on XBox One, easier in Green, a bit more challenging in Capable, much more challenging in Hardened. Took a good number of tries playing through Ep 1-3 on the Switch because joycons. I'll eventually finish up the episode here on my Steam copy, but needed a break.
Keep in mind- hitting them with stones will drop their morale a tiny bit, blue flares will buy you some time to deal with them, but I found taking a long route back, off the main roads and trails, and away from notable structures worked for me, though my character did take some damage. Keeping the survivor alive was most important, and I was able to recover condition back at the CC afterward.
Best of luck to you, the last survivor task is a challenge, and it is meant to be one.

Any wolves killed outright in the initial attack stay dead, but breaking a pack only to have them return without a morale meter is obnoxious. I've died or had a survivor bleed out so many times and had to reload.
