You don't need to fish. There are several liters of lamp oil on the map. Far more than you need. Just explore the major locations and do the bunker side quest

If you go to the plane crashsite and then leave the area downwards the mountain you will get to some barrels where you could make a fire. Behind those is a small boat (I think) and in that boat is a canister with 1.99L oil.
