I say SHOULD, because I haven't actually tried it.
I think in the end I find 4 or 5 Jerry Cans - hardened survivor, that probably become "hardened" by carry all the stuff he find.
The bunkers open up once you get the quest going. Worse comes to worse, fishing til you get those 3L. Also dont forget, add the food supplies last once you get all the items put in, so they dont decay over time while you getting supplies.
The note should be in Green and capable survivor I found it in the Rural Store, in Hardened I found it near a body (in a backpack, I think?) laying near the Derelict cabins. you need to pick up that note to start the side quest, not sure if you must read the note, I always did, though.
For instance- choose foods to put in there that have a higher weight/kcal ratio- https://thelongdark.fandom.com/wiki/Food_and_drink
Choose wood/fuel for fires that have higher burn time/weight ratios: Coal has the best burn density, sticks have one of the worst (burn density is hrs/kg (lb).) (Sorry, the Wiki does not have a nice comparison table for wood/fuel, but if you look at Firestarting > materials you can compare burn time/weight ratios for what you have).
Stock that cabinet efficiently to not run out of weight capacity.
