I just spun the dial like any other safe, until the cylinders clicked.
My code might be the same? It was something like 4-44-4

When you hit the first number, one of the little padlocks will light up and you'll hear a "click". then change direction until the second unlocks, then back in the first direction again. On the third lock lighting up, after a second or so, you will have an option to open the safe.
If you make a mistake, just treat it like any other safe. Spin the dial counter-clockwise past zero and start again.
Sometimes you spin the dial till it clicks and you remember the number, then go back to it and spin it fast for the second number... then re-enter 1 and 2 and go fast for 3, til you get all 3 numbers, then just enter it slowly... or, just rotate the dial very slowly so you don't go past the clicks in each rotation.

Yup. The big door with the wheel on it, which inside lies the lock boxes.
This is what I am speaking of as well.
I clicked on it and it opened a similar screen to what safes look like... just it had the vault door in the background, instead of a safe door.
The combination is ... 1 .... 2 .... 3 .... 4 ...... forgive me devs .... and the final number .... JK it's 19 - 30 - 08
