Are you using the in game maps? After you get the quest, it shows the maintenace shed on the map. Yoiu have to leave Mystery Lake, go through Forlorn Muskeg, and then to the next map.
Are you familiar with the regions, or did you just buy the game?
Initially it is blocked off until you you retrieve the anti-biotics for Jeremiah and then get the rifle quest.
I don't know for sure what is North, S, E, W. But for the sake of explanation, let's assume the tracks run East/West. The Hydro dam would be the West side of the tracks. So follow the tracks East (Closest to Jeremiah's cabin) Walk the tracks into the tunnel and it will take you to the next map which is Forlorn Muskeg. Keep following the tracks East and it will take you to another map which is where you will find the maintenance building. It's quite a hike, but Muskeg has a lot of cat tails for food if you need it.
Ya don't feel bad, I didn't realize either until well into episode 1. Also, explore that journal page thoroughly too. I think there were extra things I could have learned and missed from Grandma Grey by building trust but I didn't understand it.
you have to go to forlorn muskeg (the worst place in the whole TLD) wolves and weak ice and almost no shelter will await you there
