I think the Developers are aware of it. Just wait.
There's actually a voice line in-game for this. If you're very thirsty your character will say "I'd eat snow if it wouldn't give me hypothermia".
You should never eat snow to quench your thirst. Sure it's ok if you're just outside ♥♥♥♥♥♥♥ around. But if you're actually in a life or death situation, you need to melt it first.
Don't think. Just light a fire, put a pot or can, and select Melt Snow.
