How to create a safe house in each region

Hello. I just reinstalled The Long Dark after not playing for awhile. Can you do a safe house in the challenge mode? I am trying to complete the Archive challenge. How do you create the safe house and can you clean a house to start fresh in it? Just trying to understand how this last Tales Part Six works. Thanks.

Ok, so finally the "y" came up and cleared out junk in the Hibernia plant where I am now. I guess you have to destroy items in order to build what you want. I need wood working tools first. I have seen other posts where other gamers have found them. Seem Scarce. I am on Voyeguer for my game.

They posted this in another thread about woodworking tools. 2 locations in the base game, 1 location in the DLC regions. And you only need one set of them- they are like the technical backpack- once you pick them up, you always have them, and they do not decay with use (infinite uses).
