Yes there were some in the garage in CH, none at any of the other common loot places that I checked along the way.
I think the point of Signal Void is to make you explore though, and so there could just a given number of wires and fuses spread around the map. While I would assume that it's always going be enough to complete the quests I am not sure. I have only played one seed so far.
Desolation Point should have some, if you're willing to leg it all the way there. If you're going to the garage, might as well check Hibernia and the Riken too.
