Careful cutting up the cedar, its takes a chunk out of your hatchets % every time, like 3% for every limb you cut out of which you get 3 cedar logs and a tinder plug.
From what i can tell so far, after playing about 3 hours since the update, fir limbs are rare, so my advice is to hoard them like gold, since you need them to repair your tools. I have not repaired anything since the update, but assume it still holds true.
Yes, sticks and limbs respawn. It will take a couple of days.
If anything, I'm finding they're respawning way too quickly. I spotted a juicy fir branch while I was out stalking a deer, marked it for recovery after I was done cooking said deer, and found it wasn't there the next day. Turns out the whole wood spawn had reshuffled overnight.
Ah, interesting. That does make some sense.
Considering how frequent heavy winds and blizzards are... I doubt it. Sticks, at least, seem to be plentiful enough, though it'd probably take a good few trips to build a respectable stash of the juicier (and rarer) fir and cedar logs.
