How to customise safe house

I've seen that the wiki mentions safe house customisation mode, but I can't figure out how to access it? Are the furniture crafting bench and woodworking tools needed to even access it? Seems a bit ridiculous that I'd need woodworking tools to clear the scattered paper off the floor

Press Y when you're in house and you can clean the area ✨

That 'Y' should be shown in the upper left corner of your screen after entering a building that can be modified.

how do you choose which place is your safe house? I missed that bit. I was in Hanger/AF when I first hit Y, now created a bear rug in Quonset, and in both places when I drop, it does it in those moving boxes.

It seems like the answer could be the clean option, can you have more than one safe house? I feel like I heard the answer was yes, but didnt want to ruin it if I was wrong

Yes, you can decorate as many places as you want to (keeping in mind some locations are not Safehouse Customization enabled places- you can't decorate the Riken, for example).
