As someone who wasn't even interested in trying the Tales, I've gotten my moneys worth simply from the other additions (cooking, tool variants, and new gear.) With the features that are still to come, now is probably when it's worth the most.
If you enjoy the base game you will get a lot of value for your money with both Wintermute (story mode) and Tales of the far territory (map and items expansion). Ignore the negative reviews, they are almost exclusively from people who bought the survival edition, and then annoyed they had to buy Wintermute on top of that for story mode, when in fact you can just buy The Long Dark and you get Wintermute included.
So just make sure you DON'T buy the survival edition (unless you will never play story mode), because then you need to buy Wintermute on the side if you want to play story mode at some point.
I haven't experienced any bugs or disappointing features. The only issue I see is the delay and it doesn't bother me one bit. So a lot of the current bad reviews will be irrelevant once the DLC is fully released.
Let's try to help answer the OP's question. It's entirely fine to say you don't feel the DLC is worth buying because of the delays, or bugs, any other reason. It's also entirely fine to say you feel it is worth buying in spite of those things.
Personally, If I could have refunded the dlc, I would have. Its almost like a different game
Have you actually tried? Last I checked Hinterland had put in a request to disregard the usual limits and allow refunds at any time for Tales. If it didn't work I suppose that means that they either have to renew it or chose not to do so at this stage of development unless players persuade them otherwise.
worth to buy yes was fun to play one time but not so good as the old maps
The new cooking, recipes and new food ingredients add a good deal of variety to the character's diet. The travois is amazing for some things (hauling a ton of wood back to base or getting a big kill back to base), but it has limits and trade offs- which make it interesting and not too OP. It's fun to hunt for weapons variants if you are playing anything besides Interloper or are playing Gunloper in a custom Settings game. And if you want new places to go and die horribly in- the new regions will give you that. They'll also give you a lot more challenge, tons of blizzards and seriously harsh weather in any mode. The first 2 Tales are good- though once you manage to finish them, it all depends on how much you like or want the rewards they give (at the end and along the way with the bunkers).
For $12 USD, (sale price here in the US) what you get already is worth it during this sale, and the last 2 parts are just going to be a bonus for me. I bought it the day Part 1 released, and have zero regrets. The new regions still kick my butt- it will take a while for me to learn the new maps as well as I know the original maps in the base game.
