I think there's an old old thread either here or at the Hinterland forums where every one was discussing the assumption that there was a way to do this, trying to work out where it would be. But eventually everyone realised: No, you just have parkour up to it every time.
It was supposed because when this map was released you find a rope inside the Canary, and the BI map has no other place suitable for place rope - unless in the way down, for what this rope is useless, one already have used the rope in the Lookout.
I find it unlikely that such a quest would have had Astrid cross into Ravine then climb down to Ravine Basin, then visit the radio station, then deploy the rope from the lookout and climb down to then go to the Last Resort Cannery to open the work shop, etc. That would have been one long haul but it could be doable.
Like a lot of plans Hinterland had about the scope of Wintermute, they had to face reality about how to actually go about it and gave it up.
For what I remember, there are just a mat bed in this trailer. Perhaps you are confusing with similar trailer in FA.
