Report a translation problem
Probably pretty easy to test: just start a new custom game in like blackrock and test.
Not that easy to test but I started two custom games on low where the first wolf I see flees from me. I normally never see this behavior at the start of a game when you are no threat. But off course this could just be chance. Has anyone done any substantial testing on this?
In Pilgrim the aggression is set to No, so the fear setting is probably irrelevant. Would have been a good way to check it otherwise.
My question is, is the same thing happening with the regular fear setting?

To make it clearer, higher setting for wolves makes them more wary of you to the point that they will possibly run away.
Higher setting for Timberwolves means that your weapons will have more effect.

However- with the Loper loot tables (BRA- Low) spawning in revolvers and other high tier items right now- the loot table refresh may have broken some settings related to loot. I haven't noticed any difference with how custom settings affect wildlife behavior. I don't know that I would trust custom settings to work the way they are supposed to right now- loot in Voyageur is lower than loot in Stalker, but the wildlife behavior seems to be working as expected in my saves. But 1 person makes a very small sample size for testing.
Well, I know that page and it just says 'determines', not how.
I know my 'testing' is not that valuable but the Google rabbit hole I went down after my suspicion (no more than that, I am not making any claims either way) made it clear to me that I am not the only one doubting this setting works as most assume.
I don't plan on doing any real testing because I have little enough time to play as it is, I was just hoping someone could give some conclusion on this.
