I am a long time owner of TLD. Do I have to buy Wintermute to play the story again?

Before any potential fanboys come out of the wood works to hate me, I've owned Two copies of this game on Xbox since 2014, and PC for several years as well. I love the game, I love Hinterland, and I will always be willing to support their games. I bought Volume 1 and 2 of the soundtrack as testament to how much I appreciate Hinterland. However, as the title of this thread asks, do I need to purchase Wintermute in order to access the story again? If that is the case, I will be extremely disappointed, and feel discouraged to buy future DLC. I understand that development of this game has taken a very long time and they need to make money. I also understand that the need for money will force certain decisions to be made. However, as a long time supporter of TLD, if it is the case that I must buy the Wintermute DLC in order to play the story once again, I will feel very disappointed by the developers in the pursuit of profit. Again, I get it. Money needs to be made, but if I'm going to need to pay more money for content I already had access too, in my eyes, that is very very disappointing.

The store page is confusing, but if you have the base game from before the update, you have Wintermute, even though the DLC will show as not owned on the main store page.

Check you library page, the right-hand panel. Scroll down to the DLC widget, and click the "Manage DLC". It should show there- and make sure the checkbox for Wintermute is ticked.
Once you launch the game you'll see a new menu page- Wintermute should be the top selection, Survival Mode should be below that. If you click Wintermute, it should show which episodes you have completed. I can't check saves, since I completed Ep 1-4, and it shows all as completed. But I erased all saves a long time ago to open up save slots under the old save system.

This doesn't work for me. I see Wintermute in the list of DLC but it says it's $20. I can't add it back in to my game.

No worries. There's still some bugs to be wroked out, it seems. But I just played the new game w/o issue- other than having to check the Options menu to change settings. It seems the update reset all settings to defaults, and turned Gamepad to "On", and turned off Accessibility settings I was using. So check the Options menus- all of them, and make sure settings are where you want them.

store page dlc always says you can buy it even if you own it

if u right click tld in library and go to properties / dlc tab and you see this, everything is fine:
