I'd say wait, because the world is already HUGE without the DLC and getting to the new area is at least intermediate in difficulty from beginner regions (Mystery Lake, Mountain Town, Coastal Highway).
If you bought the Survival Edition, start with Pilgrim Mode to get the hang of navigation, and basic mechanics, Voyageur if you want to deal with hostile wildlife while learning.
If you aren't sure if the game is going to be a good fit for you- hold off on the DLC for a bit until you are sure you like the game.
It's a niche game by a small studio, not a mega-hyped popular AAA gotta-have-it-everyone-is-playing-it game. It isn't for everyone- and if you buy the DLC and play over 2 hours or wait for 14 days- you will not be able to refund the DLC even if you never made it to the new region. 2 hours/14 days is applied by Valve to both the base game and any DLCs you own for a game. It's likely to affect this DLC as well, so people who have 100 hours in the game and then trying to refund the DLC may hit a wall with Valve (though they do grant manual refund requests from time to time- never a guarantee). Valve controls the refund policy- not game devs or publishers.
We suggest you start with Survival Mode and WINTERMUTE, depending on whether you prefer open-world exploration or narrative-driven gameplay. The new Expansion Pass adds to your Survival Mode experience.
