Carter Dam Momento Cache? [Spoiler]

Found a note stating there are loads of MREs through an office with broken window At the Carter Dam. However the map marker makes it look like its in the mountain besides the dam, and Searched high and low and did not find it.

Any Help for finding it or is it randomly generated?

So the note was supposed to have a key with it? I found the lockbox then, but can't open it since it says I do not have a key.

With the note. It's the shiny, key-looking object sitting on top of the note.

If u remember, can u please post the location? im looking everywhere and i cant find it. im in the office with the broken window and theres no memento box anywhere
