I think his hatchet ran out of condition or something of the sort
Have you checked the Derailment? It's a terrible place to go because wolves are just everywhere but I'm pretty sure there's a hatchet spawn next to a dead guy.
Also, check the Forestry Lookout or whatever. Loot always tends to be random, but there's definitely a pretty high chance of a hatchet spawn in there, as well as a can opener I believe, which you could scrap or save as it sounds like you've not looted CH yet.
And if all else fails, just take that trip across the ravine and into CH. The trailer next to the logs when you first enter has a hatchet spawn, and you can just nab that and head back to ML.

Until you find one, sticks! Sticks are your very best friends. Just be in the habit of picking up a few sticks you come across even if your current rreason for being outside isn't for sticks. Each stick is 7 minutes of fire life (unless this has changed and I didn't notice), so you only need 9 for an hour fire! :D
