Milton Farmhouse vs. Paradise Meadows base location
Is either one better than the other? I'm liking PM more due to the workbench outside but otherwise there seems to be little difference between them.

Do you mean Grey Mother's house? As Hajami points out you are refeering to one location in your post.

I mean the farmstead that's locked out in the fields with the workbench in comparison to the big farmhouse in Milton town itself. I don't play the story mode so I don't know what names are used there, only in survival mode.

I prefer the farm. There is a wolf that patrols the porch but as long as you knock him out, you've got a good base. The big house in town is dangerous due to wolves having cover and being able to surprise you.

But difficulty level plays a large role here.

I concur that Grey Mother's house in town can be tough because there are so many blind spots wolves use. The Farmhouse is better, and has more deer/rabbits, but a few wolves do roam the area.

Another alternative to consider is the small cabin on the hill between the town and the farm. Has a bed, but no fire. And it has a very nice 360 view of the whole area, it's hard for a wolf to sneak up on you there.

Don't forget the Mobile Home up the road. It has a workbench and bed, fire barrel outside, and wolves only occasionally come near. A moose spawn is close to it, and the entrance to HRV is very close.

Yeah I only mention the rare wolf at the trailer because I've had a scant few instances of one coming at me when I was cooking a bunch of meat...probably due to the stench I'm sure.

Orca has a workbench??

The cave behind the radio tower is actually a very safe place with rabbits and deer outside and provides quick access to upper MT(church, road bridge, HRV trailer workbench), Grey Mas house and the gas station. In fact, you can quickly survey from up there to see where the wolves are ahead of time. You dont have to have the 6 burner stove in your base...but there is one reachable in a few minutes on a nice day

The Milton house is probably a better "base" for storymode, as that is where Grey Mother is, plus it is centrally located. That said all map locations should be exploited to further your goals, and the farm is indeed a nice location to hang out.
When I did Storymode I would sleep at Grey Mother's and store my gear at the bank.
