As I understand it though, batteries themselves are not electronic devices that can be adversely affected by an EMP or some other electromagnetic event. That means they could still store power. Extreme cold DOES affect their performance, but even if all the batteries are stone dead from cold at the moment, they COULD be made to hold power again.
And electricity CAN be generated using some very primitive techniques that could thoeretically still work
Which means that (theoretically) we could use the batteries to store power that we generate by way of a primitive hand crank generator (or something like it) and then use the power for something else (what I don't know yet).
It is still a mystery at the moment though and there was nothing I saw on the Developer's Roadmap that seemed to indicate a use for batteries.
One of the best emergency generators i've seen is sticking a wooden spoon through the chuck of an electric drill. The wires from the motor are attached to the insides of the charger.
Turning the spoon by hand creates enough voltage and current to charge the mobile phone.
The other one is more elaborate, but uses a bicycle with the rear wheel or chain attached to an electric motor (from a drill or grinding wheel etc). A conditioned human can generate 150-200 Watts on a bicycle for two hours at the expense of about 1500 calories.
Enough to power most devices and charge batteries. You could fully charge a laptop, radio or satalite phone for example.
Hinterlands has said in the past they were for future use, they also stated the doors in the houses, on the islands in the CH region which look like they should lead to a basement were for future use.
Going to have to get the power back on and all the radios we see in the game working again

LoL they even open .. or did like being able to remove the batteries. (pretty sure both these things are still possible ..least they were last time I tried)
I imagine if you ever find the syphon hose that is no doubt somewhere in the quonset repair shop you will be able to suck out some fuel for who knows what? torches, accelerant or perhaps something like a signal fire.... ~C
