There is a shelf towards the top where you can rest and make a fire.
If you run out of puff you can go back down with little energy lost. Decide early when climbing.
The first time I found it, I was lost and discovered the Pensive Pond, and then a road--I know all roads lead somewhere good, so I crossed the bridge and continued along. It's a much longer route up to Signal Hill, but it was a lovely hike while exploring the map.
There are two ways up to signal hill without climbing. One near the map boundary in south (Long curve) and another one near the bear cave next to the heartbreak bridge.
The first one is much longer, but the second one - just walk up the steep slope near the bear cave then there will be a steep slope near the lower falls. Do not cross the falls but walk up the slope and stick to the right. 250m later you have reached the Signal hill.
If you can see the Pensive Pond then you went to much towards north. No need to cross the river.
