Ack, the rabbit skin hat doesn't add to the wind protection
Yes, even when worn alone. It has a rating, but does not increase the wind protection value on the body. I'll never understand why it can't be worn in the outer slot either.
Yes, I have already reported the bug.

I reported it. I have been looking at it harder, and it seems the slots recognize characteristics different for different head wear items. It is a bit nonsensical, so it would seem buggy to me.

Also, perhaps the ragdoll stats totals don't register things as quickly as you would expect. The weights on the clothing don't work right either. I am wearing 9+ kilos of clothing and registering only 7. It 'weighs' less on me than in my inventory ....

I have a rabbit skin hat on the outside slot and a balaclava on the inside slot. Don't understand why you can't put it in the outside slot.

What platform, I'm on Winblows 10. My Balaclava has never worked on an inside slot, nor rabbit skin on outside.

I'm on Windows 7....didn't realise it would make a difference. Never has for me, straight up.

I have other items that can't be worn in either slot, IIRC one or more of the shells too. I just assumed this was intended for whatever unimaginable reason.

It should not matter, except between poorly implemented crossovers between game console and PC versions.

Just to clarify, I am playing the sandbox, never the story. It shouldn't be different there either LOL.

When I refer to outer slot, I mean for the clothing item type. I mean in the upper left head wear slots, the balaclava can only be used in the left-hand of the pair, and the rabbit skin hat in the right-hand. Your pictures only show a difference between which item is highlighted, not where they are worn.

If you look at the bottom right of the whole thing, you'll see the clothing stats. Just at the top of that is a place that says "outer layer"...."inner layer". Check it out.

I'd suggest it doesn't matter which slot you can put the item in....rather, what that slot represents for your player character...in this case the inner or outer layers of clothing.

LOL, TBH I never noticed that description on the lower right. I've always assumed (wrongly) that the piece worn farthest from the body in the pairs of slots was the one from which the 'protection' would come from. I should still be able to wear a skull cap under a bunny hat, but that's how it goes.

I'm fairly certain that the head gear slots are "reversed" so to speak. Wearing a rabbit skin hat and a scarf (rabbit hat in the right, scarf on the left) only the hat starts to get wet when my character is outside in the snow, not the scarf.

This. ^^^.
The Headgear and Accessory slots have been reversed for as longs as the new clothing UI has been out. The only 2 places where "closest to the body" actually means "outer layer" and "furthest from the body" means "inner layer". And it only becomes obvious if you equip one of the items that can only go in a specific slot, or you layer 2 of the same items, with drastically different conditions (1 new, 1 ragged toque for instance), and switch them around to see how the overall stats change down in the lower left section. Back in the earlier versions of the game, the Accessory slots were on the left side of the screen, the headgear was on the right side of the screen, when they switched them, the slots got reversed.
