BL? Do you mean BI- Bleak Inlet? And there is no milling machine in BR- Broken Railroad.
(Most players are abbreviating Blackrock Mountain as BRM.)
Anyway... either one has its own challenges getting to and using the milling machine and ammo bench. Personally I prefer BI right now, but that is mainly because I am much more familiar with that region and where all of the landmarks and routes to them are. I am also more familiar with where the Timberwolfs tend to be in BI than I am in BRM, and i know where there are places to perch to pick them off from above, rather than having to deal with them on the ground.
Which map and workshop you use and which is better- really depends on your knowledge of the maps and your personal playstyle and strategy. I don't use either very often- I prefer bow and arrows + revolver to rifle + revolver any day, and I haven't messed with the flash-bangs much at all. In Grim Dawn I prefer to play tanky melee builds, in TLD I tend to prefer a stealthy lightweight Ranger.
thanks for correcting my mistake, totally forgot about Broken railroad, and yes i was talking about bleak inlet and i think imma go with it, BRM seems too risky for me especially because of those 3 bears and the gas in the mine, i think BL is far less risky, also how many arrows do you bring? Also do you have some tutorial to avoid those timberwolf wolves?

My main base is in PV, i moved to ML to Alan s cave, took the 2 ropes and now headed to BL, also i m so nervous cuz i don t know where the timberwolves at, are they near the echo tower? from the upper entrance through the ravine
BRM ammo forge is is way more far - if you live in ML and surrounds; but more easy and safety to access than the one in BI.
Going from TMW you can avoid the TWolves pack of this access area - is just one, that can by in one of three different place at once.
Just go for the rock bridge for access the prison, climb down the rope and go the the mine, get the code. Return by the same path.
Maybe meet the bear before the rock bridge - but just climb a ledge or fallen three.
You will need by-pass a normal wolf near the ropes for mine, and inside the prison will need bypass another normal wolf - the one near the main entrance; what is easy.
In BI you will need bypass two, maybe three TWolves packs, and have that dumb parkout to delay you.
A third bear can spawn in the prison area, at the rope climb to the warden's office.
